The City
Council met in regular session on Monday, September 24, 2001, in City Council
Chambers. A quorum being present, Mayor
Cleveland L. Rippons called the meeting to order at 7:00
p.m. Those Commissioners in attendance were Commissioners Bohlen, Watkins,
Weldon, Atkinson, and Travers.
Mayor Rippons
asked for a moment of silence in regards to the tradegy of our Nation. Ed Kinnamon led in the Lord’s Prayer. Commissioner Atkinson led in the Pledge of
Allegiance. Commissioner Watkins made a
motion to approve the minutes of the September 17, 2001 Council meeting as
distributed. Commissioner Weldon
seconded the motion. The motion was
passed unanimously.
Chuck Prahl to be Acknowledged for His “Apples for
the Big Apple” Program—Mayor Rippons
thanked Chuck Prahl for his initiative in collecting supplies for the disaster
relief workers in New York City. Chuck
Prahl thanked the community for their support.
Open Bids for Great Marsh Boat Ramp Dredging—Two bids were received:
q Dissen & Juhn Corporation (Maceden, New
York)--$41,800
q Apple Marine Construction (Trappe, Maryland)--$13,350
Commissioner
Travers made a motion to refer the bids to DPW for their review. Commissioner Watkins seconded it. The motion was passed unanimously.
Rudolph Stanley and
Jerome Stanley of Dorchester Elks Lodge 223 to Request Permission to Hold The
Elks’ Annual Organizational Day on October 27 from 12:00 pm until 6:00 pm and
Noise Variance—The parade will be on
Saturday, October 27, 2001, beginning at 3:00 pm. The route will be from Maces Lane Middle School to the Elks’
Lodge on Pine Street. They also
requested Pine Street be closed from Cross Street to Cedar Street from
12:00 pm until 6:00 pm and a noise variance for that time. They would like to be able to park on the
west side of Pine Street on Saturday night from 9:00 pm until 2:00 am
(10/28). Commissioner Watkins made a
motion to grant the Elks’ requests.
Commissioner Atkinson seconded it.
The motion was passed unanimously.
Resolution for the
Creation of an Economic Development Committee—Commissioner Atkinson made a motion to adopt the resolution. Commissioner Travers seconded it. The motion was passed unanimously. Mayor Rippons asked the Chamber of Commerce
for their recommendation of a Chamber member and asked the citizens to
recommend business members.
Discussion on Removing Bushes in Front
of Council Chambers and Replacing Them With Sod and Park Benches—This item will be discussed at a future meeting.
Re-Adoption of Resolution
No. 01-016 Administrative, Regulatory and User Fees and Charges of the City of
Cambridge—Commissioner Travers made
a motion to adopt the resolution.
Commissioner Watkins seconded it.
The motion was passed unanimously.
Discuss “Life Chain” on
October 7th from 2 pm to 4 pm on Route 50—The Life Chain, a prayerful and silent protest
against abortion, will extend from Shoal Creek Mall towards the Frederick C.
Malkus Bridge. The State Highway Administration has been informed of this
event.
Request
from Refuge Temple Church of God for Refund of Building Permit
Fees—David Pritchett reported that historically building
permit fees for churches have been refunded.
The permit fee is $3,320.00 for a whole new structure.
Commissioner Watkins made a
motion to approve the refund.
Commissioner Travers seconded it.
The motion was passed unanimously.
Approve
PO 2108 (Hertrich Fleet Sales) for CPD—Commissioner
Watkins made a motion to approve Purchase Order 2108. Commissioner Weldon seconded it. The motion was passed unanimously.
Approve
PO 2109 (Office Software International) CPD—Commissioner Bohlen made a motion to approve Purchase Order 2109. Commissioner Travers seconded it. The motion was passed unanimously.
Approve
Financial Statement for August 2001—Commissioner
Travers made a motion to approve the Financial Statement for August 2001. Commissioner Watkins seconded it. The motion was passed unanimously.
ADDITIONAL
ITEMS
Commissioner
Atkinson made a motion to adopt the resolution for mutual aid relating to
Cambridge Emergency Medical Service and Cambridge Police Department. Commissioner Weldon seconded it. The motion was passed unanimously.
Fall
Clean-Up begins this Saturday in the First Ward.
Commissioner
Atkinson announced that Dorchester Post 91 (American Legion) has appointed a
committee to make plans for installing flagpoles near the World War II Memorial
at Long Wharf Park. They will work with
Council on this item.
Commissioner
Atkinson made a motion to have an Executive Session relating to personnel
following this meeting. Commissioner Travers seconded it. The motion was passed unanimously.
David Pritchett received a
request for additional lighting near 1016 High Street. Commissioner Watkins made a motion to refer
it to the Street Lighting Committee.
Commissioner Travers seconded it.
The motion was passed unanimously.
Mayor
Rippons made the first quarterly report (June 1 through August 31, 2001) for
Sailwinds Park under the new management.
Under the capital account they have raised $36,400. They expended $14,330 on improvements. The capital account now has a balance of
over $22,000 at the end of the first quarter.
The operating income is in excess of $3,000 for the first quarter. This is without any City money going in for
operations.

Mayor Rippons adjourned this portion of the meeting at 7:37 p.m.
