The City
Council met in regular session on Monday, October 1, 2001, in City Council
Chambers. A quorum being present, Mayor
Cleveland L. Rippons called the meeting to order at 7:00
p.m. Those Commissioners in attendance were Commissioners Bohlen,
Watkins, Weldon, Atkinson and Travers.
Ed Kinnamon led
in the Lord’s Prayer. Commissioner
Atkinson led in the Pledge of Allegiance.
Commissioner Travers made a motion to approve the minutes of the
September 24, 2001 Council meeting as distributed. Commissioner Watkins seconded the motion. The motion was passed unanimously.
COMMITTEE
REPORTS
Historic Preservation
Commission—Commissioner Bohlen
reported that the Historic Preservation Commission met on September 20, 2001
and discussed the following cases:
q Frank Collins of 200 Belvedere Avenue requested
permission to re-shingle his roof.
Permission was granted.
q John B. Rosemere of 609 William Street requested
permission to install a fence.
Permission was granted.
q Keith & Mary Todd of 101 Glenburn Avenue requested
permission to replace windows and a door.
Permission was granted.
q William & Janis Clyde, 108 Mill Street requested
permission to install a fence.
Permission was granted.
q Chad Reagan & David Dowling, 315 Belvedere Avenue
requested permission to repair a porch, install gutter and replace a
fence. Permission was granted.
q Theodore & Rebecca Cooney, 300 Belvedere Avenue
requested permission for porch restoration.
Permission was granted.
q Anthony & Marion Thomas, 420 Race Street,
requested permission to install a shed, a sign, and exterior lighting. Permission was granted.
Open Bids for Engineering Proposals for Franklin
Street Boat Ramp Facility—Bids were
received from:
q Davis, Bowen & Friedel, Inc. (Salisbury, MD) -- $43,000
q Andrews, Miller & Associates, Inc. (Cambridge,
MD) -- $36,400
q George, Miles & Buhr, LLC (Salisbury, MD) --
$27,500
Commissioner Weldon made a
motion to refer the bids to the Department of Public Works for their
review. Commissioner Watkins seconded
it. The motion was passed unanimously.
Laura Weldon to Request
Permission to Hold Christmas Parade—Preparations
are underway for the 54th Annual Christmas Parade using the
traditional parade route. Commissioner
Watkins made a motion to approve the Cambridge Christmas Parade for Saturday,
December 1 beginning at 5:00 pm. Line-up begins at 4:15 pm. Commissioner Atkinson seconded it. The motion was passed unanimously.
Representatives from ARC
to Discuss Downtown Revitalization—Gage
Thomas, President of ARC, and Steve DelSordo highlighted seven projects ARC
would like to partnership with the City on.
They include Sailwinds, Downtown Infrastructure Improvements, Arts
District, Comprehensive Plan, Storefront Improvements, Existing Incentive
Programs, and Information Sharing. ARC
has established a website www.downtowncambridge.com
to provide information on business and activity in the downtown.
Proclamation
for Crime Prevention Month 2001—The
proclamation was read by Ed Kinnamon, signed by Mayor Rippons, and presented to
Chief Wroten.
Presentation of Awards
for Crime Prevention Month—Sergeant
Pat Doyle introduced the Hot Spot Team.
They are: Patti Dail from the
Department of Juvenile Justice, Patricia Banks from Parole and Probation,
Hamilton Brake from the Department of Juvenile Justice, Patrolman John Foster,
Officer Louis Nichols, and Officer Leaf Lowe.
Mayor Rippons presented the members with Certificates of Appreciation for
everything they do for the City. Chief
Wroten recognized the outstanding job that Sergeant Doyle and the team do for
Cambridge.
Award Contract for Great Marsh Boat Ramp Dredging—Commissioner Atkinson made
a motion to accept the recommendation of the Department of Public Works to
award the bid to Apple Marine Construction (Trappe, Maryland) for $13,350. Commissioner Weldon seconded the
motion. The motion was passed
unanimously. This will be fully paid for by the Department of Natural
Resources.
Establish Hours for Trick
or Treating on Halloween, Wednesday, October 31—Commissioner Watkins made a motion to establish the
trick or treating hours on Wednesday, October 31 from 6:00 pm until
8:00 pm for children ages 12 and under.
Commissioner Weldon seconded it.
The motion was passed unanimously.
Request from Planning & Zoning to Proceed with the
Demolition of Several Structures and to Proceed in the Advertising for Bids to
Demolish Said Structures—The department has
issued Demolition Notices on 505 Elm Street, 600 Washington Street,
802 Woods Street, 407 Charles Street, and 706 Lincoln
Terrace. Commissioner Weldon made a
motion to proceed with demolition. Commissioner
Bohlen seconded it. The motion was
passed unanimously.
Request from New Life AME
Zion Church for Refund of Building Permit Fee—This item will be discussed at a later date. Rob Collison will draft an Operating Procedure to outline when
building permit fees can be refunded for non-profit organizations.
Cancel Council Meeting on
October 8 in Honor of Columbus Day—Commissioner
Atkinson made a motion to cancel the City Council Meeting on Monday, October
8. Commissioner Travers seconded
it. The motion was passed unanimously. The meeting on October 15 will be a
regular council meeting.
Approve
Purchase Order 2024 (Caldabaugh Communications) for RFC—Commissioner Atkinson made a motion to approve
Purchase Order 2024. Commissioner
Travers seconded it. The motion was
passed unanimously.
Pat Paterson spoke to
Commissioner Bohlen on the poor conditions and trash in the First Ward.
Portia Johnson spoke about
the grass growing in the street and the conditions in the Third Ward.
With no further business,
Mayor Rippons adjourned this portion of the meeting at 8:06 p.m.
